Primary duties associated with the Environmental Compliance WE include providing technical support to the NEPA Team, finalizing permit applications, coordinating with the Services on ESA consultation, participating in Cultural Resources consultation, and preparing technical documents to implement the construction phase of the project. The proposed anadromous fish component will engage in developing a pilot project for a genetic safety net/captive adult broodstock program to rear approximately 4,000 juveniles for up to 2,000 adult Chinook salmon, that will produce approximately 1,000,000 eyed-eggs for use in the Tribes' egg box supplementation programs. Eyed-eggs will be outplanted in incubators throughout the Yankee Fork and Panther Creek watersheds, consistent with approved HGMPs. All captive fish will be maintained on the Tribes' Waterwheel Hatchery site on the Fort Hall Reservation.
The proposed resident fish component remains a rearing and release of approximately 30,000 catchable-sized Yellowstone Cutthroat Trout. The intent of this release is to bolster harvest of resident fish in the Fort Hall Bottoms by Tribal members and the general public at the Legacy Springs mitigation area. The Tribes developed a conceptual design and revised Master Plan for the project and submitted it for ISRP/NPCC review in the 2022 contract year. Contingent on approval to move into advanced designs by BPA and the Tribes, a qualified subcontractor will work directly with BPA's Hatchery Team to design an adequately sized facility to rear captive Chinook for egg-outplants in the Yankee Fork and Panther Creek watersheds, as well as 30,0000 catchable-sized resident fish. The Tribes will work directly with BPA's Hatchery Team to design and implement all necessary recommendations for the facility to remain within the allocated budget.
Generically, the facility will include a new rearing building, installation of outdoor rearing vessels, spawning area, renovation of existing water supply and headbox; as well as, site-grading and preparation. If funding allows, proposed residences will be sited on the Tribes' Waterwheel Hatchery parcel for use by lead Aquaculturists for the two programs.
The Waterwheel Hatchery site has existing roads, existing structures, and some water developments that will be utilized for the production program. As noted in the milestones for this WE, all program components will be directly negotiated with BPA to ensure the project remains within the allocated capital budget for this production facility.
Following allocation of an overall renovation budget for the project, the Tribes and BPA will collaborate on releasing an RFP to qualified contractors to complete the renovation as a single "design/build" contract or as a "design-bid-build". The Tribes and BPA will evaluate the most efficient contracting method based on the anticipated scope of the renovation for the existing facility. It is anticipated the 'soft costs' (construction coordination, design, engineering, on-site management) associated with the renovation will be encapsulated in the overall renovation budget for the project agreed to by the Tribes and BPA regardless of approach selected. | $100,000 | 25.13% | 02/01/2023 | 07/31/2024 |

During the 2023 contract year, the Step 2/3 combined review will include significant participation in the NEPA and ESA compliance process; with particular emphasis on developing mitigation measures for any noted impacts and/or recommendations from the NOAA regarding the captive chinook program. In addition, current estimates (10%/conceptual) are higher than the allocated budget for the total project; so significant efforts will be made to work directly with the design firm to reduce project components and meet the project budget collaboratively with BPA during mid-2023 contract year.
