Contract Description:
The Crystal Springs project is developing a hatchery proposal to utilize an existing hatchery site that will rear resident and anadromous fish to supplement harvest opportunities and increase conservation values associated with each species.  The Tribes are approaching anadromous fish production by implementing a pilot 'captive' Chinook program and outplanting up to 1,000,000 eyed-eggs in Panther Creek and Yankee Fork; consistent with existing supplementation actions in those systems.  Also, the Tribes will produce up to 30,000 catchable-sized Yellowstone Cutthroat Trout for harvest in confined fisheries within the Fort Hall Reservation and adjacent Tribal lands.  

The hatchery planning process during the 2023 contract year will focus on receiving feedback on the Step 1 Master Plan submitted during the 2022 contract year and pending approval by ISRP/NPCC, advancing design for facility components.  The Tri... bes identified a more suitable location within the Fort Hall Reservation in a spring-fed complex along the Portneuf River; the ample availability of water and extent of the land parcel make this location more desirable than the previously surveyed site at Crystal Springs.  If the project is approved by the NPCC to move into Step 2/3 the Tribes anticipate spending the remainder of the contract year to advance designs and program components to meet the allocated capital budget for the project.

The new facility will include using any relevant information from the prior Environmental Impact Statement (EIS) and develop a new evaluation is consistent with guidelines for the NEPA process. Additional environmental compliance documents supported by this WE will include obtaining water quality certifications, building permits from local jurisdictions, NHPA consultation documents, and any other necessary permits to engage in the production actions. Submitting required EC documents is a component of submitting a completed Step 2/3 submittal to the NPCC for project approval, as such, this work may extend beyond the 2023 contract period. The schedule for completing the required EC documents to approve construction of the facilities will be based on the schedule developed by the BPA EC lead. Primary duties associated with the Environmental Compliance WE include providing technical support to the NEPA Team, finalizing permit applications, coordinating with the Services on ESA consultation, participating in Cultural Resources consultation, and preparing technical documents to implement the construction phase of the project. D243818174Produce PlanProduce Resident and Anadromous Fish Hatchery Master PlanThe Master Plan developed in 2022 combines both facilities into a single footprint with adequate water supply on the Fort Hall Reservation to save capital funds and maximize program synergy. The anticipated revisions to the Master Plan are expected to include recommendations from environmental compliance, ISRP/NPCC, BPA, and the Tribes to reduce our footprint at the hatchery site. The proposed anadromous fish component will engage in developing a pilot project for a genetic safety net/captive adult broodstock program to rear approximately 4,000 juveniles for up to 2,000 adult Chinook salmon, that will produce approximately 1,000,000 eyed-eggs for use in the Tribes' egg box supplementation programs. Eyed-eggs will be outplanted in incubators throughout the Yankee Fork and Panther Creek watersheds, consistent with approved HGMPs. All captive fish will be maintained on the Tribes' Waterwheel Hatchery site on the Fort Hall Reservation. The proposed resident fish component remains a rearing and release of approximately 30,000 catchable-sized Yellowstone Cutthroat Trout. The intent of this release is to bolster harvest of resident fish in the Fort Hall Bottoms by Tribal members and the general public at the Legacy Springs mitigation area. E243819175Produce DesignDevelop Resident and Anadromous Captive Hatchery DesignThe 2023 work in this WE is associated with refining the conceptual design for a resident fish and captive Chinook hatchery facility at the Tribes' Waterwheel Hatchery site. The Tribes developed a conceptual design and revised Master Plan for the project and submitted it for ISRP/NPCC review in the 2022 contract year. Contingent on approval to move into advanced designs by BPA and the Tribes, a qualified subcontractor will work directly with BPA's Hatchery Team to design an adequately sized facility to rear captive Chinook for egg-outplants in the Yankee Fork and Panther Creek watersheds, as well as 30,0000 catchable-sized resident fish. The Tribes will work directly with BPA's Hatchery Team to design and implement all necessary recommendations for the facility to remain within the allocated budget. Generically, the facility will include a new rearing building, installation of outdoor rearing vessels, spawning area, renovation of existing water supply and headbox; as well as, site-grading and preparation. If funding allows, proposed residences will be sited on the Tribes' Waterwheel Hatchery parcel for use by lead Aquaculturists for the two programs. The Waterwheel Hatchery site has existing roads, existing structures, and some water developments that will be utilized for the production program. As noted in the milestones for this WE, all program components will be directly negotiated with BPA to ensure the project remains within the allocated capital budget for this production facility. Following allocation of an overall renovation budget for the project, the Tribes and BPA will collaborate on releasing an RFP to qualified contractors to complete the renovation as a single "design/build" contract or as a "design-bid-build". The Tribes and BPA will evaluate the most efficient contracting method based on the anticipated scope of the renovation for the existing facility. It is anticipated the 'soft costs' (construction coordination, design, engineering, on-site management) associated with the renovation will be encapsulated in the overall renovation budget for the project agreed to by the Tribes and BPA regardless of approach selected.$100,00025.13%02/01/202307/31/2024
F243820196Council Step ProcessRevised 3-Step Submittal for Crystal Springs Hatchery ProgramsThis contract period will include the response to ISRP comments from the Revised Step-1 Master Plan submitted during the 2022 contract year and receiving approval of planning documents from the NPCC for resident and anadromous fish components at the Waterwheel Hatchery site; located on the Fort Hall Reservation. The Shoshone-Bannock Tribes and Subcontractor will respond to ISRP comments, refine design and master planning documents, coordinate permitting issues for the site, and assist BPA Environmental Compliance staff with completing all necessary environmental documents. It is likely a final approval will extend beyond this contract period. During the 2023 contract year, the Step 2/3 combined review will include significant participation in the NEPA and ESA compliance process; with particular emphasis on developing mitigation measures for any noted impacts and/or recommendations from the NOAA regarding the captive chinook program. In addition, current estimates (10%/conceptual) are higher than the allocated budget for the total project; so significant efforts will be made to work directly with the design firm to reduce project components and meet the project budget collaboratively with BPA during mid-2023 contract year. Approval for the total project remains contingent on final decision documents approving the project, such as final EIS/ROD, signed design/construction MOA, secured water rights, finalized land agreements, costs aligned with available budget and reviewed design package.$101,41325.49%02/01/202307/31/2024
